Vernichtung der Führungsschicht in Polen durch Deutschland

Nach dem deutschem Überfall auf Polen (1. September) und der ”erfolgreichen” Durchführung des unter dem Decknamen ”Fall Weiß” bis ins kleinste Detail von langer Hand geplanten Polenfeldzugs fordert Reinhard Heydrich, Leiter des Reichssicherheitshauptamtes, am 21. September 1939 in einer Rede an die Chefs der Amtsgruppen dieser Behörde die Ausrottung der polnischen Führungsschicht.

Die Entwicklung im ehemaligen Polen ist zunächst so gedacht, daß die ehemaligen deutschen Provinzen deutsche Gaue werden und daneben ein Gau mit fremdsprachiger Bevölkerung mit der Hauptstadt Krakau geschaffen wird [...]. Dieser fremdsprachige Gau soll außerhalb des neu zu schaffenden Ostwalls liegen. Der Ostwall umfaßt alle deutschen Provinzen, und man hat praktisch als Niemandsland davor den fremdsprachigen Gau. Als Siedlungskommissar für den Osten wird RFSS [=Reichsführer der SS (Heinrich Himmler)] eingesetzt. Die Judendeportationen in den fremdsprachigen Gau, Abschiebung über die Demarkationslinie, ist vom Führer genehmigt. Jedoch soll der ganze Prozeß auf die Dauer eines Jahres verteilt werden. Die Lösung des Polen-Problems – wie schon mehrfach ausgeführt – unterschiedlich nach der Führungsschicht (Intelligenz der Polen) und der unteren Arbeitsschicht des Polentums. Von dem politischen Führertum sind in den okkupierten Gebieten höchstens noch drei Prozent vorhanden. Auch diese drei Prozent müssen unschädlich gemacht werden und kommen in KZs. Die Einsatzgruppen haben Listen aufzustellen, in welchen die markanten Führer erfaßt werden, daneben Listen der Mittelschicht: Lehrer, Geistlichkeit, Adel, Legionäre, zurückkehrende Offiziere usw. Auch diese sind zu verhaften und in den Restraum abzuschieben. Die seelsorgische Betreuung der Polen soll durch katholische Geistlichkeit aus dem Westen durchgeführt werden, die aber nicht polnisch sprechen dürfen. Die primitiven Polen sind als Wanderarbeiter in den Arbeitsprozeß einzugliedern und werden aus den deutschen Gauen allmählich in den fremdsprachigen Gau ausgesiedelt. Das Judentum ist in den Städten im Ghetto zusammenzufassen, um eine bessere Kontrollmöglichkeit und später Abschubmöglichkeit zu haben. Hierbei vordringlich ist, daß der Jude als Kleinsiedler vom Land verschwindet. Diese Aktion muß innerhalb der nächsten drei bis vier Wochen durchgeführt sein. Sofern der Jude auf dem Land Händler ist, ist mit der Wehrmacht zu klären, wieweit diese jüdischen Händler zur Bedarfsdeckung der Truppe noch an Ort und Stelle verbleiben müssen. Folgende Anordnung wurde erteilt:

  • Juden so schnell wie möglich in die Städte,
  • Juden aus dem Reich nach Polen,
  • die restlichen 30.000 Zigeuner auch nach Polen,
  • systematische Ausschickung der Juden aus den deutschen Gebieten mit Güterzügen

Description and Analysis

The cartoon serves only to initiate a consideration of the German attack on Poland. It should be described and contextualized. By doing this the students build on existing knowledge.

The text by Heydrich makes clear that the war against Poland should be run as a war of destruction (and was). The students should discuss to what extent the stereotypes could have played a role in the practice of German soldiers. It will be important to make sure that there won’t be a monocausal explanation. Of course it is important to include the Nazi propaganda and its impact on German soldiers in the debate. It must also be differentiated between nationalist stereotypes and racist ideology as propagated by the Nazis. But still nationalist hostility and nationalist phobias can be precursors of a racist ideology.

Geographical/Historical Context

After months of secret talks the so called Hitler-Stalin-Pact was signed on Aug. 23th, 1939, in the presence of Stalin by the German Foreign Minister Joachim v. Ribbentrop and the Chairman of the Council of Ministers Wjatscheslaw M. Molotow. This pact made sure that Hitler would not attack Stalin and vice versa. Its signing put an end to the British and French efforts to engage the Soviet Union in a ‘Grand Alliance’ against Hitler. The treaty contained next to the official text a secret protocol that gave the contract its explosiveness. This additional protocol arranged the division of Poland between Germany and the Soviet Union. The Baltic States, Bessarabia and Finland as well were assigned to the respective spheres of interest of the parties. The treaty contradicted Hitlers anti-Bolshevik propaganda and attitude but it enabled him to attack Poland in 1939.

In the course of the war and under the German occupation of Poland (1939-1945) ‘Einsatzgruppen’ of the Security Police (Sicherheitspolizei) and the SD (Sicherheitsdienst) and the members of the army (Wehrmacht) perpetrated partly planned, partly spontaneous mass murders of polish intellectuals, priests, trade unionists, aristocrats and Jews. This is regarded as “prelude of the war of extermination”; that started two years later with the war against the Soviet Union and the Holocaust.
